IRA Program
The IRA program is made up of two parts, the HOMES program which involves insulation, air sealing, and other efficiency improvements, and the HEAR program which emphasizes electrical and appliance upgrades. Rebate amounts are based on income levels and, in the case of the HOMES program, percent energy savings.

HEAR Rebates
Customers in the lowest income category can receive a rebate covering 100% of improvements up to a maximum amount. These customers are also eligible for a free energy assessment.
